Black British Entertainment & Creative Industries Statistics 2023

Black workers make up approximately 5.4% of the creative industries workforce in England — broadly in line with their share of the working-age population. However, this headline figure masks a significant leadership gap. Black workers are concentrated in on-screen, technical, and junior production roles, and are substantially underrepresented in senior, editorial, and executive positions across TV, film, and music.

On-screen representation of Black people across major UK broadcasters (8%) and in BFI-funded film speaking roles (12%) exceeds the Black share of the England and Wales population (approximately 4%). But representation behind the camera — in writing, directing, producing, and commissioning — remains significantly lower, creating a gap between visibility and creative control.

Streaming platforms not included:

The CDN Diamond dataset covers BBC, ITV, Channel 4, Channel 5, and Sky only. Netflix, Amazon Prime, Disney+, and Apple TV+ are not included. Given the growth of streaming, overall on-screen representation figures may differ from broadcast-only data.

Music industry data gap:

The BPI (British Phonographic Industry) does not publish a full ethnicity breakdown of its workforce. Black representation in music executive, A&R, and senior management roles is not systematically tracked in any publicly available UK dataset.

Self-reported ethnicity:

All figures rely on self-reported ethnicity via broadcaster diversity monitoring systems. Response rates vary and some contributors decline to state ethnicity, which may affect the accuracy of representation figures.
